pm implementation in Power utility , need help

I am working for power utility in India.
we are implementing various modules of Sap in our company.
i am a part of PM module.
Can you suggest tagging for functional locations , euipments as we r having more than 4000 transformers and switchgears, 90 thousand street lights and 1000's of reiceiving & substations.
how measuring points are to defined , scope of notifications , orders.

Best business practice would suggest that you setup your
technical object structure as detailed as possible, sometimes
tagging one equipment to one functional location. However
in the real world, this means MASSIVE data maintenance, resulting in headaches and computers getting thrown out of a building
I have seen it being setup very simple, for example
for street lights, my client uses map numbers as functional
locations, no equipment. Work orders are simple, indicate
the map number and put in text description of what work is done.
Summary, depends on the reporting requirements.
Ask your client what exactly he needs from the system,
then demo to him what it actually takes in terms of
number of transactions and maintenance of master data.
