In our case we are using two different samples sizes but the sizes are in percentage like upto 500 lot size 10% and rejection rate is also 10% and lot size above 500 8% again failure percentage as 10%. I have created a sampling scheme but I am afraid I cannot enter percent any where in the scheme. So shall I handle this do I need to enter in the format of quantities? Which is really very difficult

Yes.. I think you'll have to do this via lot size with different inspection plans, or a sampling scheme.

I am sorry Craig. I am asking how to use it through sampling scheme because I could noy find any field in sampling scheme where I can mention that this is percentage value. How can I use Percentage in Sampling Scheme.

In sampling scheme you use qtys. No percentage. You'd have to set up the scheme and figure out the qtys yourself.
