Is there anyway once can see the changes made by any user to the a PM workcenter since it is created? Can anybody suggest how this can be done?

At least in 4.6C and 4.7 You have a "Admin. data" button on the Basic data tab. Last changes are shown by date and user Id.

I read your question again, and if you mean something like a "action log or change log" describing what has been changed, I don´t think there is one.

Try with transaction CR10 (Change Document)

Before you can use CR10 (Change Documents) you need to configure the Work Centre Category to create the change documents. This is done via TCode OIZA.
Obviously this will not create change documents retrospectively.
The last change date and user can be found in the WC under menu path: Extras: Administrative data (table CRHD)
