MRP Scope

Question:
The availability check for a sales order appears to only consider all purchase requisitions or none.
There appears to be no way to indicate that only firmed requisitions should be considered (Although this functionailty appears to exist for planned orders
The is resulting in order processors giving incorrect stock availability dates to customers.
Are we missing something If not, why would anybody ever eant to firm a purchase requisition
Please note we can not convert the requisition to a purchase order rather than form it for various reasons

And you can't have MRP create planned orders instead of purchase requisitions?
If someone is reviewing them anyways to firm them, why not just convert it to a purchase req, and then all purchase req's can be part of the ATP check.
