Knowledge Management

Question:
Folks,
Apparently in 4.6C there is some new functionality to enable attachments, notes and URL to be link to SAP objects via something called 'Special Services'. Apparently this work for GL, CO as well. Not unique to PS.
However I can't figure out how to enable this. Can't find anythign in IMG or at SAP.COM.
Could someone point me in the right direction.

Use the drop-down from the icon to the immediate left of the screen heading 'Project Builder'

That's part of my problem! I don't have the icon there. All I have is an icon which shows the same options as if I right click the screen heading (create session, stop transactions, etc).
I don't have an icon in the middle and I'm a bit baffled.

Select the Project element, right click/ Services for object/Create/Create Attachment
This should serve the purpose
