Availability Check in PM Orders

Question:
Hi SAPfans
Whan I create a PM order and assign a non-stock material to the order, system assigns a system status MACM - Materials commiitted eventhough it is still unknown whether these materials would be available or purchased by the materials department. Based on this scenarion I have 2 questions
1) Is the system status MACM a standard SAP design problem
2) Where can I see the assignment of how system status are controlled for each Object type. I am not talking about BS12/BS22 as these are business transactions. I want to know where it is defined that MACM should be made active as soon as a non-stock material is assigned

You have obviously activated commitments management (open item management flag in the order type TCode OIOA).
I tried creating a PM/CS order with a non-stock material. In my 47 system the MACM status is set on order release. You can also use the following menu path to see the current commitments status:
Order->Functions->Availability->Avialability list
