New Transaction that could change PO after release

I would like to create a new transaction that is possible to change PO after release.Before submit the request to developing team, could u tell me the probability and basic principle?

There is an indicator ' Chgabli.' --Changeability of purchasing document during/after release which is like to help. The indicator is set when define the release indicator.

Alternatively, look at the setting in Transaction OMET with further assignment to the end user with parameter EFB.
