Answer:
What is the specific error message number ?
Is it L3382?
If yes, then check if the quant or bin has a block indicator.
If there is any open TO? or open posting change notice in LU04 .
More information about the historie of this quant and the reason for the clearing, would help to help you.

Answer:
Hi, thanks.
The error message is L3382. I cannot find any evidence of blocks on the quant or storage bin.
It is being moved form one bin to another due to an incorrect pack size.
Nothing is selected when I go into LU04.
And I'm not sure how to tell if the TO is open...sorry.

This cannot be the case for a clearing of differences with IM.
And I'm not sure how to tell if the TO is open...sorry.
Sorry to say that, but if you are not able to tell this, then you certainly should not have the authority of executing LI21.

Answer:
"It is being moved form one bin to another due to an incorrect pack size. "
So if two bins are in the same warehouse this is only stock transfer in WM. You can create TO from stock list : T-CODE LT10. Would you advise why you should clear difference in IM via LI21.
Thanks
HY
Answer:
You might try the following: but one question first. Are you using any IS solution with additional indexes ( is- oil, is retail, etc...)
1st. Verify the storage type you are trying to clear is it an interim9**?
2nd Analyze how the quant was posted to that storage type ( Trace TO
history into that storage type via lt24 using dynamic selection).
3rd Look at LS03n (for that storage type and Bin) and you should be able
to identify the last posting/TO into that storage type.
table LQUA should also have most of this data.
4th Create a manual T.O. to clear the interim location to a logical location
and confirm. recheck LI21 ( should be clear)
5th Perform LT02 in the destination location holding this quant (ensuring
you are using the correct wm movement type and stock type and
then clear via LI21.
Let me know if this resolves your issue.
Answer:
Hi thanks for the reply, I am working through it.
I am on SAP Enterprise- retail. I can see no evidence of IS.

Answer:
On inspecting the quant I notice that the 'Inventory Act.' Flag is ticked, I understand now that this is a block of some sort, but it is greyed out in LS22.
The TO only comes up in LT24 when I select 'all TO items', I am assuming this means that it is closed.
999 0000280702 1 P3 1
Quant 9114138 3 PC 3
999 DAREK 1 P3 1 0
Quant 9092554 3 PC 3 0

Answer:
'Inventory Act.' Flag is ticked means that this quant is in an active physical inventory document.
Click the inventory button in LS22 and you will see in what document this quant is.
Then you have to check why this document is still active. When this count is done and posted with LI20 first, then you should be able to execute LI21
