What is tcode/menupath to release a PO. What should be the reason
to release a PO. In other words, what we achieve by releasing a PO?

Release Strategy is a mechanism which blocks Purchase Orders from being outputed to a vendor until it receives an appropiate level of authorisation. To "release" a purchase order normally implies approval of the purchase order by a person of authority. How the release strategy is applied is normally influenced by the official procurement policy of your company.
Transaction Code ME28 releases Purchases Orders.

is it necessary to release a PO before we can use it for the
transaction MB01 to post a Goods Receipt ( Mov Type 101).

In order to goods receipt the PO must have a release status, thus you you need to release the PO before goods receipting.
