Hi
I have changed the characteristic values and created new PO release strateg in Dev. system. When I am trying to transport, the system is neither transporting the values to the Quality system or overwriting the old values with new values.

Answer:
My experience in managing changes in Release Procedures:
* Create class/ chars mannually in Dev/ Test and Prod clients.
* Config of Release Procedure (Rel Grp/ Code/ Strategies) can be comfortably transported.
* Then use CL20N (for Class Type 032) in Prod to assign Classification values to your release strategies.

Release strategies are transported.
But, classification values are not transported.
You have 3 options:
1) Manual as explained by ajay in his posting
2) BDC (if you have large number of strategies)
3) Configure ALE (along with your Basis ) for transporting classification
