What is the difference between conditioning in the header and in the detail item of PO?

Header conditions impart their effect on all the existing line items in the Purchase order.
Item conditions are specific to that particular item for which it is maintained.
Try to use one header and one item condition and you will realise the effects.

The Header conditions are, by definition, the condition types which are entered in the header of a document and relate to all the items of that document whereas the condition types that you can only use for items are called Item Conditions.
There is a very important point that you should pay due attention - no automatic price determination process is carried out for Header Conditions. For this reason, you can't assign an access sequence to a header condition (except if it is also defined as an item condition) or create condition records for such a condition.
