What might be the reason.

Answer:
If you are running on Windows, you need to log on to the <sid>adm. If you are UNIX, you need to log on as the ora<sid>. These two IDs have "special" environmental variables attached.
ORACLE_SID=<SID>
ORACLE_HOME=c:\oracle\<SID>
DBMS_TYPE=ORA
DBMS_ORA_SCHEMA=SAP<SID>
DBMS_ORA_TNSNAME=<SID>
NLS_LANG=AMERICAN_AMERICA.WE8DEC
SAPDATA_HOME=c:\oracle\<SID>
SAPEXE=C:\usr\sap\<SID>\SYS\exe\run
SAPLOCALHOST=<host server name>
Answer:
