Is there a way to remove an SAP Transport from the system without doing a restore. If so please advise.

unfortunately, no....
once it is imported, you cannot get rid of it... unless you change everything manually to previous values.

If it is a single object like a program. You can backlevel in DEV and then transport for previous version throughout the landscape.
Heard rumor of the ability to roll back imports in a later version 5.0 or above but haven't seen anything concrete
