Can I use ALE to link 46C HR to 46B Financial?

Yes you can. You can link any 4.x to any 4.x-system
FYI ALE is backwards compatible to the ALE capabilites of the lowest version system. IE 4.6c to 3.1h-- Use HRMD_A for all HR master data but the payroll documents would be temse file transfer. 3.1h supports HRMD_A but not the ACC_PAY***** idocs.
