Answer:
To set up the appraisal templates you need IMG transaction OOAM.
To create appraisals for employees - APPCREATE, to change APPCHANGE.
Then i think the appraisal doc is only shown on IT0025 when its completed, not in progress.
Now I have another question for someone - when you run OOAM you can do a web layout preview of the appraisal template and when you hit F8 you can actually complete an appraisal via a BSP in internet explorer. How can you access this web appraisal form in R/3 (not ESS) without going thru the IMG transaction OOAM ????

MBO transaction starts with PHAP_
you may run transaction se93 and search phap_* , you will get a full list.

phap_admin_pa
phap_prepare_pa
phap_create_pa
....
