I have seen clear plastic tubing at some old-fashioned type hardware stores, but if you can't find any locally, has plenty, in 5 different sizes, priced from 25p to 52p per metre.

B&Q have a few sizes in stock, sold by the metre - normally near the 'cut to length' chains (one of the plaggy pipes fits over the high-tensile chains for diy cycle locks etc.)
