Yup, that is the way to go. Start with a 500 ml bottle full of water, add another if that flushes OK and keep going until loo stops flushing properly or there is no more room for any more bottles!
Funny story: I have done this at work, where we sometimes have 'issues' with clients using drugs. For some reason one of our volunteers had the lid off the cistern, whether she was doing a thorough clean or what I don't know. She had a bit of a fit when she saw the bottle, thought someone had hidden something there!
