I think this might be Robin Cook. It could be a reference to Captain James Cook, or to the fact that he was an MP during James Callaghan's time in office.

Thanks for all the answers. How we didn't get some of them beggars belief (I groaned when I saw the answer to A Dutch Bill....it was soooooo easy lol)
